De eerste les uit de brexit overstijgt het debat over Europa ze gaat over het wezen van politiek: politiek op basis van illusies is zelfvernietigend De belofte van Cameron dat hij voor het VK een fundamenteel andere verhouding met Europa zou kunnen onderhandelen was van meet af aan een illusie omdat zijn land al van alle denkbare uitzonderingsregimes genoot Meer dan zijn latere communicatieve pirouettes deed dit harde feit Cameron de das om De belofte van de leave-campagne dat het VK onafhankelijk wordt is evenzeer een illusie Noorwegen als Zwitserland – twee modellen waar men naar verwijst – hebben veel beslissingsmacht ingeleverd aan de EU Dat harde feit keert vroeg of laat als een boemerang terug in het gezicht van de leave-leiders We krijgen een buurland dat niet alleen diep verdeeld is institutioneel instabiel maar in toenemende mate gefrustreerd over beloftes die praatjes blijken Dat is pas beangstigend Hetzelfde geldt voor wat nu verteld wordt over de Europese toekomst Ja de koers van de Unie moet opnieuw gedefinieerd: Europa moet niet alleen een ‘ruimte’ zijn waarin economische krachten de vrije hand krijgen Europa moet ook ‘een plek’ bieden waarin mensen zich sociaal en economisch beschermd weten Opdat de Unie een beschermende rol zou kunnen spelen in de wereld van vandaag is meer samenwerking nodig niet minder En die samenwerking kan niet afhankelijk zijn van voortdurende moeizame onderhandelingen tussen 27 lidstaten Minister Jan Jambon (N-VA) zegt dat Europa een andere richting uit moet als volgt: ‘Wij zijn voor het Europa van de lidstaten en van de burger ‘ Kan ‘het Europa van de lidstaten’ de Europese burgers daadwerkelijk beschermen tegen de economische sociale en ecologische risico’s van de 21ste eeuw? Creëer deze illusie niet Wil dat zeggen dat we naar een Verenigde Staten van Europa moeten? Neen We moeten een samenwerkingsverband bedenken dat nergens ter wereld een voorgaande kent Wat sociaal beleid betreft moet de EU een omgeving worden waarin nationale welvaartsstaten kunnen gedijen met ruimte voor verschil Maar om nationale welvaartsstaten te laten gedijen in een muntunie moeten systeemrisico’s samen aangepakt worden: dat is de inzet van het debat over een bankenunie dat is de inzet van mijn pleidooi om nationale werkloosheidsstelsels op een of andere manier te ‘herverzekeren’ dat is de inzet van opvolging van pensioenstelsels
Aartsmoeilijk
Politiek is het een aartsmoeilijke puzzel: het zou in ieders voordeel zijn dat we ‘gelijk oversteken’ in het delen van soevereiniteit en het delen van risico’s; maar hoe doe je dat als je denkt dat je zo nog meer greep op je eigen nationale situatie verliest? Dat is de kern van het debat: de EU is synoniem geworden met verlies aan ‘greep op de situatie’ Als we niet bereid zijn risico’s en soevereiniteit te delen zullen we steeds meer ‘greep op onze eigen situatie’ verliezen Een eerlijk verhaal vertrekt van dat nuchtere feit

Het Europese probleem van de linkerzijde (*) De Morgen 29 juli 2015 p 32 Frank Vandenbroucke Hoogleraar KULeuven Een hevig conflict uitgevochten op het scherp snede verdeelt ook toeschouwers in kampen We kijken niet toe als koele analisten zeker wanneer een vechtende partijen zoveel zwakker is dan andere a fortiori economische onmacht staat tegenover macht en armoede wanhoop om zich heen grijpen zwakke partij begrijpen dat alle strijdende escalatie voorbije maanden zware fouten maakten – deze kon vermeden worden maar we hebben toch meer sympathie voor Tsipras as Dijsselbloem-Schaüble weten Griekenland sociaal economisch mismeesterd was lang crisis crisisbeleid eenzijdig besparingen gericht biedt geen oplossing Geen wonder dus figuur Dijsselbloem vele jeremiades over sociaaldemocratie verketterd wordt symbool ondemocratische technocratie links verraad Dit wat ik dit stuk zal herhalen: noch aan schandpaal nagelen Loutere klaagzangen verhinderen inzicht Ze bieden uitzicht Zoals Joop den Uyl vroeger zei: zonder resultaat structuurprobleem eurozone Dat excuus manke recepten (zoals bezuinigingsbeleid) of politieke noodgrepen plots afkondigen referendum) verklaart waarom zo vatbaar noodlottige die gezien er rationeel debat te passen ontstaat Zeer kort samengevat schiet tekort met betrekking tot delen soevereiniteit risico’s Solidariteit organiseren In jaren zagen casu tussen kernlanden Eurozone scherpe divergentie sociaaleconomische ontwikkelingen Deze ontwikkeling houdbaar werd tegen opgetreden Los vraag hoe best bij (het antwoord is: symmetrisch spreiding aanpassingslast) effectief optreden inperking nationale veronderstelt Daar ligt eerste knelpunt Nu kun je tijdelijke uiteenlopende nooit helemaal vermijden; onvoorziene crisissen kunnen bepaalde landen sterker treffen Daarom zijn mechanismen nodig financiële Risico’s betekent solidariteit tweede Paul Grauwe belichtte knelpunten eerder al krant mate tijdens stand kwam ze moeizame onderhandelingen regeringsleiders; zat automatisme ingebakken systeem Tijdens voorstellen tafel gelegd waarbij risicodeling veralgemeend zelfs automatisch karakter krijgt: begroting steun moeilijkheden; euro-obligaties (risicodeling mbt rente overheidsobligaties) werkloosheidsverzekering deel werkloosheidsuitgaven) … Op wel merken; vergelijking permanente crisismanagement vandaag willen brengen echter superieur precies omdat wederkerig Maar stuiten diepe argwaan: vertrouwen elkaar betreft kwaliteit hun sociaaleconomisch bestel zoals mensen vertrouwen: sluiten gemakkelijk onderlinge verzekering af zou bekende patstelling bijzonder weegt Duits-Franse as: pro-Europese krachten Duitsland (type Schaüble) gewonnen staan huiverachtig Fransen stonden nu Daardoor komt unie waarin gedeeld gevolg aaneenschakeling anti-Europese overal voedt Voor vicieuze cirkel bedreigend: ondanks tekorten project heeft veel verliezen desintegratie Unie Hendrik Vos Filip Rogiers terecht schrijven Waarom lijken sociaaldemocraten verlamd zicht zo’n duidelijke bedreiging?
